Is Penguin 2.0 the Next Generation Penguin?

Google has rolled out the Penguin 2.0, which they refer as the “Next Generation Penguin” internally on May 22, 2013. We call it Penguin 4.
The reason they call it NexGen is for its ability to identify various link-spam which the previous versions were not able to.

Matt says – It noticeably affected 2.3% of English-US search queries. It’s a BIG number comparad to the earlier versions of Penguin Updates. For your info – Penguin 1 affected – 3.1%, Penguin 2 – 0.1% and Penguin 3 – 0.3% of search queries.
No doubt the webmaster and SEO community were expecting a much bigger update in terms of impact. May be something around 8 – 10% of noticeable affect on search results.
Noticeable Affect : An algorithm update or data refresh which results in change of search results order (URLs positions) for certain queries, mainly on the 1st SERP and may be on the 2nd result page, which can be easily noticed by a human eye.

But Google is not confident…

Penguin 2.0 produced a noticeable affect of 2.3% on English-US search queries. It’s OK. Then why Google (Matt Cutts) is asking for help from people or web-surfers?
He is telling – If you are still seeing spammy web-pages or any sorts of spam in Google search results, then please inform us via this form. Check out Matt’s Tweet below -

 Reasons…

1. Google is not fully convinced or satisfied about the results produced by Penguin 2.0
2. They are OK with the results but still need help from Google users.

Question is…

  • Do you think a general Google user or web-surfer will report against spammy web-pages? I don’t think so.
  • It’s the webmasters and SEOs, who will use this opportunity with vested interest, mainly against their competitors.
  • Isn’t it a promotion of -Ve reporting by webmasters? Nobody knows how Google is using these negative data.
  • Isn’t it a promotion of “Webmaster Cannibalism?” Making them fight between each other.

Results…

Who are the main consumers of Google?

Of course general web-surfers, general people who even don’t know there is an existence of spam reporting channel for Google. More than 99% of Google users don’t know there is a spam reporting system in place, and those who are aware – don’t know the procedure or how to report.
Don’t we already have a spam reporting system in Google? So why there is a sudden need for this type of appeal from Google?
